According to the Daily Record, the 29-year-old who was signed last summer for a fee of £1.8 million from Preston, will join Ipswich Town for a cut-price fee of just £500,000 after failing to win over new manager Pedro Caixinha.
After a difficult start at Ibrox, Garner seemed to win over a faction of the Gers fanbase and became something of a cult figure as he went on to score 10 goals in 37 matches in all competitions.
